The PDF plugin comes in two different flavours: pdf.hwp and pdf-lite.hwp. The difference between the two is that pdf-lite.hwp doesn't contain the PDF renderer which means that it is much smaller than pdf.hwp which contains a fully-featured PDF renderer. So if you only need to create PDFs, you can just use the pdf-lite flavour of the plugin and it's not necessary to load the full version of the plugin.
Note that functions like pdf.OpenDocument() are also unavailable in the pdf-lite flavour so it's also not possible to parse PDFs with the light version of the plugin. The only thing the pdf-lite flavour can do is creating PDFs using pdf.CreateDocument() and its corresponding methods.
